17 June 2013 1)no it is not considered as irregular payment..

2) it is considered as irregular payment if he is not paying stipend as prescribed minimum stipend say (1500/1000) per month.

3)you can request him to pay as before..however you cannot demand him to pay as it is completely his discretion to pay what to pay if he is paying more than minimum stipend prescribed by icai

4)you cannot take transfer from him as it is not a valid reason
