Can Excise duty Credit be obtained while purchasing from the manufacturer by wholesaler and set off against sales tax..?

Wholesaler can not take excise duty credit and certainly excise duty cenvat cannot be adjusted against sales tax.

Can i Knlow the reason bcoz indirect tax is to be borne by the consumer and why wholesaler has to bear excise duty as his cost...
