15 April 2013 TDS has deducted on my father income in accounting year 2009-10 . can i file return now in assessment year 2013-14.
he didn't have any taxable income at that time . is department charge any penalty for late return
amount has deducted Rs.5,000 can I expect refund

15 April 2013 LAST DATE OF RETURN FILING FOR A.Y 2010-2011 WAS 31/03/2012 ( DEADLINE ), SO , TIME IS OVER &
AS FAR AS YOUR 2ND QUERY IS CONCERNED, IT DEPT WILL NOT CHARGE ANY PENALTY FOR THE ABOVE MATTER.

15 April 2013 if tax return not filed in next assessment year by the person who have taxable income is he liable to pay any penalty

TAXABLE/NON-TAXABLE IS AN IRRELEVANT MATTER ,YOU SHOULD FILE YOUR IT RETURN WITHIN ONE YEAR FROM THE END OF IT'S RELEVANT ASSESSMENT YEAR i.e, for a.y 2010-2011, last date of submission of return 31/03/2012, after which it should be treated as AN INVALID RETURN.
