If he falls in Civil construction category, either he has to pay 10% on labour charges (if he specifies seperately in the invoice) or pay 10% after taking abatement of 67%, i.e. on 33% of the gross value. If he falls under 'Works Contract Service', he has to pay 4% Service tax.
