Query regarding excess payment

One of the firm had imported the goods and the Bill of Entry is for Invoice Value 93058.50 USD but the payment being made is 93081.50 USD. Excess payment of USD 23.00 now I want to file the Triplicate copy of Bill Of Entry (Exchange Control Copy) to the bank. and Excess payment of USD 23.00 is not for any charges but it had been paid by mistake to the foreign company.
So whether Triplicate copy of Bill of Entry should be filed in the bank or not?
