Is it true that CA syllabus is going to change in Nov 2016? If yes, then what about current students? Is it matter to worry?

The scheme of new syllabus is ready for its implementation, it has to be only notified in the Official Gazette, whereby the date of its applicability would be mentioned. Don't worry, ICAI will make the announcement very shortly.
