Purchase of HSD against form C

We are a manufacturing unit in Himachal. We need HSD for (1) to rum our DG Sets, which in turn are required to run the plant (2) to be used in big burners, in place of LPG, to melt the metals. We need to know whether we can procuse HSD against Form C, for the above purposes.
