Property Transfer from Husband to Wife

28 July 2022 Mr. X have a property in Lal Dora area, Delhi and wants to transfer this property (Building) to his wife. can he transfer the same property on General Power of Attorney, because if he transfers this thru registered paper so costing would be very high. Approx. 2-3 Lac would be charged by the authority.
So, my query is that General Power of Attorney will be the sufficient documents to transfer the property. Pls advice.

28 July 2022 GPA transfer is not considered as valid transfer now.
The Supreme Court in Suraj Lamp Case, in 2011 had categorically stated that the GPA is not an instrument of transfer when it comes to right, title and interest in an immovable property
