What is project viability report? What is the procedure to prepare it and the key points it should contain so that project must get passed?

Viability means possibility, whether actually project is possible in all aspect or not. For checking viability of project we should make procedure of checking vialbility like that whether it is financial viable or not means sufficient fund is availabel with us to invest in the project or not, In terms of technicality whether it is technically possible or not, In terms of Marketability whether it's market is enough to cover ourself or not, or chances for creating new market in near future, and as pollution control act whether it is possible in environmental aspect.
