if a a person who is a post graduate and not a CA/CS/CWA
and he starts practising as a tax Counltant. . ?
can he advertise/solicit clients ?
which ethics are applicable to him.. ?
are they optional or legal ?

There is no applicability of ICAI ethics but remember he should not show himself as Qualified CA.
Offcourse can start practice as tax consultant.
