Can proceedings initiated u/s 148 be dropped by the assessing officer.
The ACIT has issued notice. The assessee has filed a reply and asked for grounds taken on record. The ACIT has given the details of the grounds taken. All the objections in the Ground are properly explained. There remains no issue. But ACIT still wants to issue notice u/s 143(2) and initiate proceedings. Can He really do so. he says that it is in their ACTION PLAN that once notice is issued u/s 148 it cant be dropped.

YES. HE CAN ISSUE NOTICE U/S 143(2). THERE IS NO BAR.
