Online Procedure to Surrender Duplicate PAN Card The online process is primarily done through the websites of the two main PAN service providers: Protean eGov Technologies Limited (formerly NSDL) or UTIITSL. The general steps are similar for both:
Visit the Official Website:
For Protean (NSDL): Go to the official NSDL TIN website (https://www.tin-nsdl.com/) For UTIITSL: Go to the official UTIITSL website (https://www.pan.utiitsl.com/) Select "Changes or Correction in existing PAN Data / Reprint of PAN Card": This is the application form used for surrendering duplicate PANs as well.
Fill out the Application Form:
Select the appropriate "Application Type" (e.g., "Changes or Correction in existing PAN Data / Reprint of PAN Card"). Choose your "Category" (e.g., Individual). Fill in all the required personal details accurately, including the PAN you wish to retain (the correct one). Crucially, in the section "Mention other Permanent Account Numbers (PANs), if any, inadvertently allotted to you," enter the duplicate PAN number(s) you wish to surrender/cancel. There will usually be a checkbox or a designated field for this. Submit and Get Token Number: After filling in the details, submit the form. A unique token number will be generated and sent to your registered email ID. Save this token number for future reference.
Choose Submission Method: You will be given options for how to submit your documents (e.g., Aadhaar-based e-KYC/e-Sign, Digital Signature Certificate, or physical submission).
Aadhaar-based e-KYC/e-Sign: If you choose this, the process is mostly paperless. You will authenticate with your Aadhaar and upload scanned copies of required documents. Physical Submission: If you choose this, you'll need to print the filled application form. Upload Documents (if applicable for e-KYC/e-Sign): Scan and upload clear copies of your:
Proof of Identity (e.g., Aadhaar card, Passport, Voter ID) Proof of Address (e.g., Aadhaar card, Utility bills, Bank statements) Proof of Date of Birth Copy of the duplicate PAN card(s) you wish to surrender. Make Payment: A nominal fee is usually required for the processing of the request. You can pay online using credit/debit cards, net banking, or demand draft (if applicable for physical submission).
Print and Send Documents (if physical submission):
Print the acknowledgment slip and the filled application form. Affix two passport-sized photographs (if required). Sign the form in the designated areas. Enclose the acknowledgment slip, the physical copy of the duplicate PAN card(s) to be surrendered, and copies of all supporting documents. Write "Application for PAN Change" and the acknowledgment number on top of the envelope. Mail the documents to the address provided on the acknowledgment slip (usually the Income Tax PAN Services Unit, Pune, for Protean). Ensure it reaches within 15 days of online application. Track Application Status: You can track the status of your PAN surrender request online using the acknowledgment number on the respective NSDL or UTIITSL website, or on the Income Tax e-filing website ("Verify PAN Status" or "Know Your PAN").

Offline Procedure to Surrender Duplicate PAN Card The offline procedure involves submitting a physical form and a letter to the Income Tax Department.
Obtain the "Request For New PAN Card Or/And Changes Or Correction in PAN Data" Form (Form 49A):
You can download this form from the NSDL or UTIITSL website. Alternatively, you can obtain a physical copy from any PAN service center (NSDL/UTIITSL TIN Facilitation Centre). Fill Out the Form:
Fill in all your details accurately. In Item No. 11 of the form, you must mention the duplicate PAN number(s) that you want to surrender/cancel. Also, clearly state the PAN number you wish to retain. Draft a Letter to the Assessing Officer:
Write a formal letter addressed to your jurisdictional Assessing Officer (AO). You can find your AO's details on the Income Tax e-filing portal under "Know Your TAN/AO." The letter should clearly state: Your full name (as it appears on your PAN card). Your date of birth. The PAN number you wish to retain. The details of the duplicate PAN card(s) you are surrendering (PAN number, name on the card, etc.). The reason for surrendering (e.g., inadvertently allotted duplicate PAN). A request for the cancellation of the duplicate PAN. Attach Documents: Attach the following documents with the filled form and letter:
Copy of the duplicate PAN card(s) you want to surrender. Copy of the PAN card you wish to retain. Proof of Identity (e.g., Aadhaar card, Passport, Voter ID). Proof of Address (e.g., Aadhaar card, Utility bills, Bank statements). Proof of Date of Birth. Submit the Form and Letter:
At a PAN Service Center: Submit the filled Form 49A along with the supporting documents and a copy of the letter to the nearest NSDL or UTIITSL TIN Facilitation Centre. Get an acknowledgment slip. To the Assessing Officer: Directly submit the letter and supporting documents (including a copy of the duplicate PAN) to your jurisdictional Income Tax Assessing Officer. Make sure to get an acknowledgment copy of the letter. Retain Acknowledgement: Keep the acknowledgment slip/letter as proof that you have initiated the surrender process.
