PLEASE LET ME KNOW THE PROCEDURE FOR TERMINATION FROM ARTICLES WITHOUT THE CONSENT OF ARTICLE ASSISSTANT ?

from 25th march 2016 article student was not coming to office. I think the above form was used when both(article assistant and principal) are same consent. here the article assistant was not available to fill. now principal can fill the form ?
