can anyone guide that as per companies act 2013 new rule about woman director is applicable to private limited company or not ??

No, As per Section 149(1) of the Companies Act, 2013, Listed Companies and Public Companies having paid up capital of 100 crores or turnover of 300 crores requires to comply with this provision.
