can a CA audit clients outside its registered office state, say a CA practising in Delhi can audit a client of Chandigarh

yes he can.

For a CA there is no bar to practice anywhere in the country. It all depends on him to accept an assignment best suitable to him. So, he can do audit for any company at any place in India but he cannot put the name of that place in the audit report. He has to sign it with the registered office address.
