In what capacity PAN will be applied for a Petrol Pump run by the Police Departmnet? What will be the position of tax liability under Income Tax Act?

Police department must have registered society for running petrol pump and other welfare scheme. plz check.
Individual petrol pump need not require seperate PAN. The police department should have PAN (If it is not registered seperate entity for running its welfare scheme)
