In case year is used as a prefix then it can be started afresh, otherwise it should be in continuity.
Example with year as a prefix: 2009-10/105 passed in a meeting on (say0 31/03/2009 thereafter it may be 2010-11/001 passed in a meeting (say) 13/04/2010.
