Sir, my client has get registerd since 2year but yet no file any return becuse of he is not require to pay tax due to basic examption limit. weather filing of return of past year is mandetory ? can he file belated return without penalty bcz he is no service tax liablity?

no..no penalty can be levied. The duty to file service tax return is based on liability to pay service tax. since, in your case no service tax is payable, no need to file return.
