27 April 2011 is a liaison office of a foreign company is permitted to do following activity

sourcing garments vendors and factories, order follow up, factory compliance, pre-shipment inspections

27 April 2011 Permitted activity List is given in the permission letter issued by RBI. LO needs to comply with the same.
However activities like Factory compliances, order follow up doesnt require any permission.

27 April 2011 Dear Seema,
LO can only do the activity relating to :
• Representing the parent company / group companies in India.
• Promoting export / import from / to India.
• Promoting technical/ financial collaborations between parent / group companies and companies in India.
• Acting as a communication channel between the parent company and Indian companies

So LO can due preshipment inspection if it relates to export from India.
