PE-II results is worse than CA Final. Why ?

Very simple. People who are still sticking to PE2 are those, who had already failed in earlier attempts. Therefore, the average PE2 student now is of very low quality than the average IPCC / PCC student.
Lower the quality, lower will be the result.
