Payment under DTAA

if payment made by individual as tution fees to University situated in UK namely-University of the Arts London- I would like to know that TDS should be deducted or not.Ealry response will be appreciated.

NO TDS is to be deducted. However if your fees is more than usd10000 then you have to get prior permission from RBI.
