Kindly clarify me as the Income tax return should be filed to the government by a certified chartered accountant or a partners can file the returns.

Its not a compulsion to file the ITR by a CA only.
One can file the ITR self or with the help of any expert.

Any person having sound knowledge of tax can file an ITR.
Its not mandatory to get it filed by CA.
