Dear Sir,
A Partnership firm which is going to form from 01.04.2017 and as such the partnership Deed was made on that date. The question is whether the Partnership firm can apply for PAN Card now.

No, if the partnership is to be formed from 01.04.2017 then you cannot. PAN card cannot be made in advance for any person which does not exist on date.
However, if date of incorporation was an earlier date and you were only making formal written agreement now, then you could have.
