Why Partnership between CA in practice and CA in service is not allowed?

Partnership between CAs is possible only when CA holds COP, CA in service is not allowed to hold COP. So, Accordingly CA in practice and CA in service cannot entered into partnership

I am asking the logic behind it.CA in practice can make partnership with CS/CWA/Adovate/Actuary/Architect/other having prescribed qualification.Then why can't with CA in service?
