pan card vs income tax return

is there any compulsion for a pan card holder ( individual ) to submit tax return.

24 June 2009 An individual is required to submit Return of Income only if his income is above basic exemption limit.However He/she may submit ROI even if income is below basic exemption limit in order to claim refund incase Tax Deduction at Source (TDS) is made.
Holding a PAN doesnt make it compulsory on the holder to submit ROI.
