Yes, you can apply for a PAN card for your 9-year-old daughter using her Aadhaar number. The PAN will be issued under your guardianship as a Representative Assessee. However, your daughter cannot purchase a car and register it in her name until she is eligible to hold a driving licence, which requires her to be at least 18 years old.

Holding a valid Adhar is good enough for your daughter to apply for a PAN in her name, that will be issued under your Guardianship as a Representative Assessee. Once she attains majority i.e. 18 years of age, she can get the same PAN mapped in her name individually.
Purchasing a car and registering the same with concerned RTO of the area requires the purchaser of the car to hold a valid driving licence at the time of registration. Since your daughter is 9 years old only, she wont be able to get the car registered in her name, until she becomes eligible to hold a Driving Licence.
