even though you have the gst number for composition scheme, you apply a fresh for regular number with same pan. And on this new gst number you start doing the business. Then you can make the invoices.

there is a general rumour as you rightly pointed out.
So far as my reading of GST Act goes, section 10(2)(c) says.....Registered person shall be eligible to opt under for composition scheme if he is NOT engaged in making any inter State OUTWARD supplies of Goods.
Outward supplies means Sales
For purchases they use the term "inward supply"
Now what do you have to say on this?
