i want to change from composition to regular taxpayer from 1 april 2018.
for that which date i submit my application on gst portal.

there is no specific date mentioned as such for opting out of composition scheme. But if you wish to opt out from 1-Apr-18 then you should filed the application anytime after 31-mar

someone say that if you made application in march then you are liable as a regular in next month which means, if apply in march then its effect from 1 april.
