off set liability of gst

the amount of GST paid is reflected in electronic cash ledger but it's not getting offset against liability.
can somebody help me out ???

Please check if you have made payment under the correct head viz, tax, late fees ..and there is sufficient balance under each such heads before offsetting liability under the respective heads.
