My assessee has filed his return of Income estimating@8% for the asst.year 2011-12 who is a insurance agent.Retrospective amendment made in the asst.year2012-13 stating that the section 44Ad will not applicable for commission agents. His case has been reopened u/s 148.Is it valid?
