09 August 2013 The letter issued by the Department without quoting any section should be treated just like a "friend's request" and when the request is not accepted it may convert into a forced friendship.

The department has issued so many letters and legality can only be questioned when the notice is having connection with the time- barred AYs (beyond 4-6 AYs).
