Non filling of tax returns in small towns

Sir i belong from a small town of rajasthan, where no1 is paying tax to govt after earning income above slab rates.
As i have to finally settle there only with my ca practice so please tell me how i can create market for me there??
Will any complain to it department work??

If nobody is filling return, then you must look to other aspect of practice.
if you complain to department, you will make enemy only not friends.
