Non filing of wealth tax return

Wealth Tax return of FY 2010-11 has not been filed so far. Now sec 15 of the Wealth Tax Act states that belated return can be filed upto 1 year from the end of the relevant assessment year, which means in this case FY 2010-11 wealth tax return could have been filed till 31-3-2013. But since the assessee failed to file the return can he file it now ,if yes then under which section? OR should he wait for some notice from wealth tax authorities for non filing of return,

But sir then the assessee non filing interest will keep on accumulating till the return is filed. is there any way out for the assessee
