Noc from moef

Hi,
I've ordered a used equipment via eBay & the item is now held by Delhi customs. They are asking for NOC from MoEF. I visited moef.nic.in but cannot find any procedure. Also I tried contacting regional offices but none of them is answering the phone.
Does anyone know how I can obtain NOC from MoEF?

I tried contacting Mr. Pal. He gave me some other person's contact number. I called him & he said that he'll call me back later today. Let's see what happens.
