Noc from moe for importing psu

Hello sir, we are importing a power supply unit from UK and now custom is asking for NOC from Ministry of Environment, to whom we have to consult ?

Where have you classfied this goods in Customs? I means HSN? Need to check whether that HSN has any condition of getting NOC from MOE?

If are importing new goods then the MOE rule does not apply, if it used goods not only MOE rule but also require certificate from CE as evidence of price, also original import proce
