Noc from ministry of environment & forest for old & used ite

I have brought one auto part sample from Rotterdam & now it has stuck in the Delhi customs. After providing fair value assessment letter & penalty letter , customs is asking for NOC from Ministry of Environment & Forest for further process of clearance as goods found old and used while examination.Please help me out how can I provide them NOC & whom to approach for it ??

Sir, i have gone through your earlier advice given in open forum, from there i came across & found contact no.of Mr.Dinesh of BB cargo..i contacted him n then he provided me no.of Mr.Rakesh from Sai Logistics..he informed me that Auto part sample does not require to obtain a NOC from Ministry of Env n Forest..he also provided me circular in which it was mentioned that electronic goods only attract NOC..Please advise me if it is ok to proceed ??
