hai sir my name is kranthi.
I have some queries about new syllabus. November 2016 attempt is my third attempt.
Is new syllabus applicable from may 2017 attempt for ipcc or otherwise it was only applicable to new students.

Once ICAI makes official announcement, you will get to know details, until then do not think of new syllabus, just focus on current attempt.
