One of my friend wants to get issued a PAN no. for himself but as he belongs from rural area he doesn't have any identity or address proof. All he can show for his identity is his matriculation certificate & for address proof , his bonafide certificate (Mool niwas praman patra).
Please advice whether he can apply for a PAN with above said documents or not.

Thank you Harikrishna JI....he has made the online payment for the same of Rs. 96. is there any time limit to submit the documents to nsdl.
