Sir, I have given two attempts of ICWA inter..but i could not clear, Now i want to start it fresh, by taking new registration..is it a right right decision???..or should i continue with the old registration no.

There is nothing in getting fresh registration. You will not get anything extra.
You should concentrate on your studies and try to find out where is the issue that is stopping you to get the possitive result, and focus on the same.
