can some one tell me in which income tax office should I fill the 15 CA & 15 CB certificates.

You have to submit them with your Banker and not the Income Tax Office.
since 15CA is filed on-line, the department gets the information directly. Moreover, banks are instructed to forward one copy ofthe 15CA AND 15CB to RBI.
