Movement of goods under excise

I have confusion with respect to movement of goods sold under the excise law.

whether the material sold by a manufacturer to a registered dealer can be sold by the dealer to another person without bringing the material under its registered premise.

whereas in the LR the delivery address is mentioned by the manufacturer is the premise of Registered dealer.

and Dealer prepares a new LR mentioning the place of removal as its premise and delivery address in the name of second buyer.
whether the material dispatched from manufacturer can be delivered directly at the premise of second buyer.

Please clarify

24 July 2013 Registered dealer can sold the goods from the premises of manufacturer. As it is in case of second stage dealer also.
