can central govt employees claim exemption of 15000 on medical expenses even if their salary structure has only the following- basic, grade pay, dearness allowance, hra, prp and tpt?

Rs. 15,000 is for Medical reimbursement.
Medical Allowance is fully taxable for everyone.
If he wants to claim deduction of Rs. 15,000 then he must be paid by his employer amount under medical reimbursement.
