Loan during articleship

29 September 2009 I have completed M.Com I.C.W.A.& PE-II and now doing articleship. My current stipend is Rs.6000 p.m. Can I take housing loan of Rs. 3 lacs from bank and for that whether institute's permission is required?
Bank is ready to give loan.
