LLP formation

Can we initiate the registration process for an LLP now i.e making name application and other formalities. i m askin this as LLP will commence on 1-4-2009 , so can name application be made before that date.

LLP ACT 2008 RECEIVED ASSENT OF PRESIDENT OF INDIA ON 7TH JAN 2009. BUT TILL DATE , THE ACT DOEST NOT SPECIFY THE DATE FROM WHICH IT COMES IN TO EFFECT. SO YOU CANT START PROCESS FOR LLP AS ON DATE
