Llp- filing and wind-up

Dear Professionals,
I just to know about an LLP. It registered in 2011, but till date haven't filed Form 8&11 for any of the financial years. now the additional fees is coming of near about 4.5 L. Partners never made any transaction in this llp. They want to wind up it.
What could be the procedure and probability that they can safeguard themselves from this heavy additional fee.

I think there are no ways by which they can avoid such heavy penalty.
If you know, in case of Company, MCA has separate Scheme for Fast Track Exit which will be helpful to close a Company without making any pending filings.
In case of LLP, MCA does not have any such scheme or rule. Also, nothing has been written in LLP Act and rules regarding this matter. Hence, you need to complete pending filings by paying such additional fees.
Contrary to my views are welcome. You can also discuss this matter with senior officer of ROC. Thanks
