What is the provisions for getting job outside India like Singapore, U.K.

There is no pre-requsite procedure. Once you secure the overseas job (Singapore, UAE) then normally employer obtains the work visa. As far as UK is concerned please see the recent development with regard to visa restriction especially for asians.
