Pl. clarify whether vat tds is deductable under maintenance job order when only material is supplied by the contractor and vat is not claimed in the bill.

Yes liability to deduct tds is with you. If the payment is qualified for TDS under VAT then you should deduct it don't matter that the person is charging VAT or not
