Dear Sir /Madam,
If any person having one residential house & second house is let out then can he file ITR 1 for AY 2013-14

Yes.he can file ITR1 ,if he dont have any income or loss from residential house

in your case income is there from only one house property so it will be okay to file ITR1
where as if there is any houseproperty loss in selfoccupied also we need to file ITR2
