We have 12% of imports of goods IGST ITC in our credit ledger. Can we use the ITC against our 18% sales GST LIABILITIES in GSTR-3B?

You can use 12% import IGST ITC against 18% sales liabilities. Under GST rules, IGST credit must be exhausted first and can be applied to any output tax head regardless of the tax rates involved.
