26 July 2013 An assessee has not filed IT return for F.Y. 2008-09 and now he has received notice from IT department asking the reason for non filing of return. In that year he has income of Rs. 600000 and there was no tax liability due to TDS. Please advice me the what should be done in this case.

26 July 2013 no, in that case assessee should have file itr as his income was way above basic exemption limit.

u cannot file any return for fy08-09 now.
u need to meet your jurisdictional ao and try to settle matter.
